Determine what subject you’re going to tutor. Try and specialize in just one subject. Doing so makes you master that topic. It will also make you appear better at the subject than someone who is just a general tutor. So if foreign languages is your thing, stick to it. It will be much easier to find students to tutor if you make known your expertise.
You won’t make money unless you have students to help. But where can you find them? At school of course. If you know any teachers you can get in touch with them and let them know you’re available for tutoring. The teacher may mention you to their parents at the next teacher-parent conference. Make yourself a business card and pass it around. Create a simple website with your contact information, the services you provide and your rates.
Find out about the other tutors in your area. See how much they charge per hour of tutoring. See how they advertise. If they’ve managed to become a successful tutor you can too. Whatever they are doing must be working so make that your road map.
